Petition Types


Academic Renewal

A waiver of the Academic Renewal policy may be requested when a student is seeking re-enrollment to the University and has not had a period of at least four years during which they were not enrolled in Penn State credit courses and/or the student’s previous cumulative average was not below 2.00. (See Policy 58-60)

Please include the following with an Academic Renewal petition:

REQUIRED

OPTIONAL

  • Letter From the Submitter (if desired)
  • Support letters or emails from faculty/advisers (Strongly Recommended)
  • Evidence that student can be successful if Academic Renewal is approved (Example: transcript from community college showing academic success) (Recommended)
  • Explanation and documentation of extenuating circumstances beyond students’ control that affected their academic performance in past semesters/sessions/terms (Recommended)

Retroactive Administrative Course Cancellation

Students who were scheduled for a course (or courses) but for some reason never attended, may petition for a retroactive Administrative Course Cancellation. This only applies if no classes were attended for the course in reference. (See Administrative Policy C-2)

If the student did not attend classes for any courses scheduled for a semester/session/term, this would be a retroactive Administrative Registration Cancellation.

Please include the following documentation with a Retroactive Administrative Course Cancellation petition:

  • Retroactive Administration Course Cancellation Checklist
  • If request is for a Summer Session/term, include student’s schedule. (Acquire schedule from Registrar’s office if for an archived semester/session/term at esmail@psu.edu)
  • Current Transcript
  • Signed Student Request Letter
  • Documentation of extenuating circumstances (as cited in student request letter)
  • Medical/Psychological Documentation (if applicable) with letterhead and signature
  • World Campus adviser letter with recommendation (if petition involves coursework taken through the World Campus
  • 2 Copies of Administrative Course Cancellation Form(s) (Acquired from the Department) with student and instructor signatures

OPTIONAL

  • Support letters or emails from faculty/advisers (Strongly Recommended) preferably with signature or email header

 Retroactive Administrative Registration Cancellation

Students who were registered, but for some reason never attended classes for any of the courses for the entire semester/session/term, may petition for a retroactive Administrative Registration Cancellation. This only applies if the student never attended classes for ANY courses scheduled for the entire semester/session/term. (See Administrative Policy C-2)

These cases are usually seen when a student intends to petition for a refund or waiver of charges through the Fee Assessor in the Bursar’s Office. The Faculty Senate does not handle requests for financial issues.

Please include the following documentation with a Retroactive Administrative Registration Cancellation petition:

Retroactive Corrected Grade (Grade Change)

After one year has passed, an instructor can no longer change a grade. Therefore, a student must petition for a Retroactive Corrected Grade. (See Policy 48-30)

Please include the following documentation with a Retroactive Corrected Grade petition:

Retroactive Late Course Add

After the late add period has passed for a semester/session/term, students must prepare a petition to late add a course retroactively. (See Policy 34-87)

If student is requesting to add all scheduled courses for a semester/session/term, this is a retroactive late registration request. A late add action will add a course on to a semester/session/term that is already displayed on the transcript or a current semester/session/term in which the student is in registered status.

Please include the following documentation with a Retroactive Late Add petition:

REQUIRED

  • Petition Cover Sheet
  • Retroactive Late Course Add Checklist
  • Current Transcript
  • Signed Student Request Letter
  • If request is for the current semester/session/term, provide a copy of the student’s schedule. (Student must be in registered status)
  • World Campus adviser letter with recommendation (if petition involves coursework taken through the World Campus)
  • 2 Copies of each Grade Change Form (Required by Registrar’s Office)
  • 2 Copies of Registration-Drop/Add Form

OPTIONAL

  • Letter From the Submitter (if desired)
  • Letter/email of support from the instructor of each course (recommended)

Retroactive Late Course Drop

After late drop period has passed for a semester/session/term, students must prepare a petition to late drop a course retroactively. (See Policy 34-89)

If a student is requesting to drop all courses scheduled for semester/session/term, this is a Retroactive Withdrawal.

Please include the following documentation with a Retroactive Late Drop petition:

REQUIRED

  • Petition Cover Sheet
  • Retroactive Late Course Drop Checklist
  • Current Transcript
  • Signed Student Request Letter
  • If request is for the current semester/session/term, provide a copy of the student’s schedule. (Student must be in registered status)
  • Documentation of the extenuating circumstances beyond students’ control that affected their academic performance (as cited in student request letter)
  • If one of the reasons for the petition is because of a hold on the student’s account or not being in registered status, provide documentation of registered status and/or hold
  • Medical/Psychological Documentation (if applicable) with letterhead and signature
  • Students requesting to late drop a course or courses from a semester/session/term and has passing grades in other courses taken during the same semester/session/term, need to explain why circumstances only affected the course(s) referenced.
  • World Campus adviser letter with recommendation (if petition involves coursework taken through the World Campus)
  • eLion/LionPATH summary (if student claims that actions were taken within eLion/LionPATH to complete the request but for some reason the request wasn’t completed) Contact Aaron Morrison [avm4@psu.edu] and provide student name, PSU ID number, the semester/session/term, and the timeline if provided. NOTE: For requests fall 2016 and forward, response may not be from Aaron, but from a LionPATH designee.
  • 2 Copies of Registration-Drop/Add Form

Retroactive Late Registration

A Retroactive Late Registration request is when a student is requesting to register for courses not yet appearing on the transcript for a semester/session/term. Students MUST register for all courses scheduled. (See Policy 34-20)

After the late registration period has passed for a semester/session/term, students must prepare a petition for a retroactive late registration.

Students must have sufficient funds available to pay tuition and fees prior to submitting the request. Any type of financial aid (grants, scholarships, federal or alternative loans) that is processed by the Office of Student Aid and paid directly to Penn State CANNOT be used as payment towards a retroactive registration.

Please include the following documentation with a Retroactive Late Registration petition:

Retroactive Withdrawal

After the withdrawal period has passed for a semester/session/term, a student must prepare a petition to withdraw retroactively. (See Policy 56-30)

A Withdrawal request is when a student is requesting to withdraw from all courses on the transcript for a semester/session/term.

All retroactive withdrawal petitions must include either the Student Aid Review for Retroactive Withdrawal form or the International Student Form for Retroactive Withdrawal, as appropriate. These forms were developed to help avert financial hardships and other consequences that occur when students have a petition approved for retroactive withdrawal from one or more semester(s)/session(s)/term(s). These forms must be acquired to accompany retroactive withdrawal petitions when they are submitted to the Faculty Senate office. Following are details and instructions for completion of the forms.

DOMESTIC STUDENTS AT UNIVERSITY PARK AND AT CAMPUSES OTHER THAN UNIVERSITY PARK

Details: For domestic students, consequences could include the loss of eligibility for previously awarded Federal Financial Aid. These students can receive a tuition bill from the University after losing aid for semesters/sessions/terms already completed. View the Student Aid Review for Retroactive Withdrawal form.

Instructions: Domestic students who are petitioning for retroactive withdrawal are required to complete and sign the first page of the Student Aid form, which includes contact information, details about aid received, and the semester(s)/session(s)/term(s) for which they are requesting a retroactive withdrawal. After completing the first page, students will mail, fax, or deliver the form to the Office of Student Aid at University Park. If the “Yes” box is marked on the first page of the form, a Student Aid staff member will evaluate the impact of the retroactive withdrawal(s) on Federal Financial Aid and complete the upper part of the second page of the form. An appointment (in person or by phone) will be arranged for the student to learn about the financial consequences of the requested action. If the student decides to proceed with the petition, s/he will sign and date the bottom part of the second page and give the form to the authorized college/campus petition submitter to be included with the petition when it is submitted to the Senate Office.

INTERNATIONAL STUDENTS

Details: The completion of the International Student Form for Retroactive Withdrawal helps international students become aware of implications for sponsorship and visa status. View the form for international students.

International Students at University Park

Instructions: International students who are petitioning for a retroactive withdrawal will be required to complete and sign the top part of the Global Programs form (with the exception of checking the boxes), which includes contact information, the semester(s)/session(s)/term(s) for which they are requesting withdrawal, and details about the reason for withdrawing. After completing the top part of the form, students must mail, fax (814-865-6194), or deliver the form to the Directorate of International Student and Scholar Advising (DISSA) at University Park. A Global Programs staff member will then evaluate the impact of the retroactive withdrawal(s). Students must attend walk-in advising hours with DISSA so that the student may be informed about the consequences of the requested action. At that point, the appropriate Global Programs staff member will sign and date the bottom of the form. If the student is sponsored, she/he must also attend walk-in advising hours with the International Sponsor Relations Office, as retroactive withdrawal may impact the status of their scholarship. At that point, the appropriate Global Programs staff member will sign and date the bottom of the form. The student should check the appropriate boxes on the form only after consulting with the respective staff members (Check the first box after consulting with DISSA, and the second box after consulting with Sponsor Relations). If the student decides to proceed with the petition, she/he will give the form to the authorized college/campus petition submitter to be included with the petition when it is submitted to the Senate Office.

International Students at Campuses other than University Park

Instructions: International students at other campuses should email DISSA-Adviser@psu.edu, and an international student adviser will provide specific information about any consequences of a retroactive withdrawal on the student’s SEVIS record. The student should print and attach the response from DISSA-Adviser@psu.edu to the form when he/she submits it to his/her college. Sponsored students at other campuses should email sponsor@psu.edu, and the Sponsor Relations Manager will provide specific information about any consequences of a retroactive withdrawal on the student’s scholarship; the student should attach the email from sponsor@psu.edu to the form when he/she submits it to his/her college. The student should check the appropriate boxes on the form only after consulting with the respective staff members (Check the first box after consulting with DISSA, and the second box after consulting with Sponsor Relations). If the student decides to proceed with the petition, she/he will give the form to the authorized college/campus petition submitter to be included with the petition when it is submitted to the Senate Office.

Waivers of Other Policies (Other Petition Types)

  • Requests for exceptions to other Senate policies may arise on occasion. Any action that varies from the established Policies and Rules for Undergraduate Students needs to be petitioned for approval by the Senate Subcommittee on Academic Standards.
